Parks & Recreation General Information


The City of Barnwell Parks & Recreation Department provides overall management of the city’s Parks & Recreation facilities as well as runs recreation programs.  The facilities include Lemon Park, Fuller Park, Collins Park, Jack Phillips Park, and Darnell Park.  John Hall Field and the Tennis Courts behind the High School are city owned but maintained by the School District. Mission Statement

The mission of the City of Barnwell Parks & Recreation Department is to create exceptional recreational and park experiences that enhance the quality of life for all citizens of Barnwell by providing unique programs, athletic opportunities and by acquiring, developing, maintaining, preserving and enhancing recreation areas, open spaces and facilities.

Willie Brown

Willie has been our Parks lead since 2011.  A Williston high school football standout, he brings a great passion to make sure our parks are “Clean & Green”.  Willie also ensures our community kids have a positive recreational experience by coaching in our Basketball and Football programs.  His diverse past work experience truly benefits the maintenance of our 6 City parks.


Parks and Recreation Attendant

Randy Hayes

Joining the Parks and Recreation Team in 2013, Randy brings over 25 years of experience in the areas of refereeing, coaching or coordinating youth and adult sports.  His background spans from working for South Carolina DOT, Allendale & Barnwell School Districts to serving in the SC State Guard.    When not participating with his grandkids and sports passions, he volunteers his time to various events and causes.


Parks and Recreation Attendant

Matthew Washington

Matthew joined the City of Barnwell in 2013 working in the Street Department.  In 2014 he was promoted to the Water Department and in 2015 joined the Parks and Recreation Team as a Park and Recreation Attendant.   Originally from Fairfax and a graduate of Barnwell High School, Matthew has three beautiful children.  He races cars in his spare time as well as mixed martial arts, archery and had a lead role as “US” in the Second Samuel play last fall of 2014.
