The City of Barnwell's projects related to the Master Plan of 2006.
Updates to Master Plan:
Years 1-5
Barnwell Brand: A Marketing Plan
Adopt the Barnwell Brand logo design and promote brand extension. Logos placed all over town and on the backs of the welcome signs. Enhanced welcome signs into city with new landscaping.
Launch banner program using the brand. Banners have been purchased and placed in the downtown area, including Barnwell South Carolina Banner, Sundial Celebration Banner, Christmas Banner, Patriotic Banner, Fall Banner. All bought through the hospitality tax.
Distribute the Barnwell Brand stylebook to area businesses. Several businesses used the Barnwell Brand and have took the initiative to upgrade and enhance their property in the downtown area. We would like to thank all of these business and property owners for their initiative.
o Vince’s Restaurant and upper story painted façade and awnings (Property Shoppe is building owner)
o Velvie’s children’s clothing – renovated entire building and created façade using Master Plan
o Ruby’s Boutique and Lancaster Insurance Agency – painted façade
o Southern Realty – Painted façade with Master Plan colors
o Common Grounds (Jackson Street) – renovated building and used logo in creating coffee shop logo along with colors
o Tourism and Community Deve. Office on Main Street – painted with suggested architect’s colors (Dennis Hutto – owner)
o Glamour Grooming – painted façade with suggested colors
o Lancaster Building corner – bought and total renovation inside and out of all buildings (4 plus one two story) (Pat Smith)
o Creech Surveyor renovated building on Wall Street.
o Renovation of Main Street buildings and uses (inludes building: Agape Hospice, Palmetto Styles, Le Mulé, Lucy Lu's, Styles on Main)
Create stationary using the Barnwell Brand. Completed in March 2007.
Design the Barnwell website using the Barnwell brand. Launched in April 2008
Develop ads that show the progress of the Master Plan implementation. Have produced several logo ads and ads related to accomplishments with the Master Plan implementation for year one. (2007) Administrator also implemented a monthly article to local newspaper about the city and what’s happening - ongoing
Map comprehensive wayfinding plan. Working on grants to implement.
Implement "trailblazer" portion of the wayfinding plan. Will be part of the entire wayfinding plan.
Launch external ad campaign focused on more regional visitors. Working on this through web-based media as well as print media (Live Well Guide, Eat Well Guide, Sundial and Police Station Rack Cards, Walking Tour Guide)
Develop a loyalty campaign with local shop keepers. BDA has done marketing via radio, and now working on other ideas.
Launch co-op ad campaign with local businesses. BDA completed one and a half year marketing campaign and now working on activity ideas.
Shop Barnwell: A Business Development Plan
Develop Barnwell Ambassador Team to recruit retail expansion from other places. Barnwell Development Association work in progress.
Develop a retail recruitment marketing package profiling opportunities in Barnwell. Available upon request.
Pursue National Register District listing for downtown Barnwell. LSCOG has helped us establish a local designation area.
Develop co-operative ad campaign. Working on this through membership of BDA.
Develop up-to-date building inventory. Continuing...
Keep governmental functions downtown. Done
Navigating Barnwell: A Traffic, parking and Pedestrian Plan
Add and re-mark parking spaces. DOT approved $200,000 Enhancement grant (project for crosswalks completed, waiting on DOT to resurface circle to finish striping).
Create parking map inside shopping guide. Not established yet.
Implement 2 hour parking limit zone for the Circle. (not feasible)
Develop cooperative parking agreements with private sector partners. Have asked owners and employees to park off street and in municipal parking areas, other than directly in front of stores. County paved City Parking lot using C-Funds completed in December 2008. City planted trees and furnished plants for islands.
Re-mark circle islands to indicate pedestrian “safe havens” and to channel traffic. Completed.
Pursue Tea-21 grants for streetscape improvements. Applied and received DOT funding for permanent changes to circle.
Continue to pursue Enhancement Grants for additional improvements. Discussing options with DOT
Barnwell at Play: A Recreation, Parks and Events Plan
Acquire fish hatchery property. (On hold)
Acquire old jail for parks and recreation offices. Acquired in 2007 ($20,000) (Unsure of feasibility of use of building but land expanded Fuller Park)
Establish location for Live Well Center or Retail magnet for downtown. BC Moore Building bought for a Store, 2010.
Pursue PARD and other grants for Fuller Park expansion. Utilized $67,965 in PARD grant funds. Now working on Trail grant to place a new walking trail in Fuller Park, multi-phased project.
Redesign the Circle to create an enhanced experience for residents and visitors. Through a Community Competitive Grant from the State, placed new fountain sculpture in base with new pump. Replaced old shrubbery around fountain with grant money from Palmetto Pride.
Develop the Barnwell Live Well Center. On hold.
Place the major recreation facilities in an enhanced Fuller Park in order to accure the spin-off benefits to downtown. Fuller Park option was not feasible, so City Council decided on reconstructing Lemon Park. The Lemon Park Sports Complex is complete with 4 200-ft baseball/softball fields, 1 300-ft baseball/softball field, 1 t-ball field, a multipurpose field, two scores towers, one concession stand with bathrooms, playground, walking areas and 3 parking lots (developing a fourth). The connections to downtown between Lake Edgar Brown, Fuller Park, downtown and Lemon Park are still being worked on. Enhanced Fuller Park hill with split-rail fence, shrubbery, landscaping, basketball court fencing, lighting, surfacing, added picnic tables, grills, nine-hole recreational disc golf course.
Getting the Job Done: A Funding and Organization Plan
Strengthen the community development function of the City and fully fund the program of work. Tourism and Community Development Department was created in fall of 2006.
Pass 2 cent hospitality tax. Done in 2006, implemented in January 2007, helps to pay the lease back on Lemon Park each year with those collections.
Pass 2 cent accommodations tax. Done in 2006, implemented in January 2007, helps pay for tourism initiatives for the community.
Worked with county and Clemson Extension to create a County Tourism Plan for future funding opportunities.
